KILWINNING EGLINTON ANGLING CLUB

NEW CONSTITUTION—-2023

1. Name of Club

The Club shall be called the Kilwinning Eglinton Angling Club

2. Committee of Management

The Club shall be under the Management of a Committee consisting of the President, Vice-president, Secretary, Treasurer, and a minimum of 7 members, to be elected and eligible for re-election annually, 5 to form a quorum, and that Committee shall have the power to form sub-committees and fill up vacancies should any such occur during the year. Any member being absent for 3 consecutive meetings without an acceptable apology will be deemed to no longer be a Committee Member.

3. General Meeting

A.G.M. shall be held before the end of November each year for the election of office bearers, a committee of management, and fixing Subscriptions for, and the transaction of general business. The secretary shall also convene meetings at the request in writing of an office bearer or 7 members. Rules and regulations shall not be altered or rescinded except by the vote of two-thirds of the members present at the A.G.M or a meeting convened for the purpose. Juveniles are not allowed to hold office or vote at any meeting.  The chairman should have a deliberative and in cases of equality a casting vote.

4. Secretary

The Secretary shall take minutes of meetings and conduct the correspondence of the club.

5. Treasurer

The treasurer shall keep account of the income and expenditure, which shall be produced at the Annual General Meeting.

6. Season and Subscriptions

The season opens on the 15th of March and closes on the 6th of October for brown trout, and for salmon and sea trout, the season opens on the 15th of March and closes on the 15th of November.  To conform to the salmon and freshwater fisheries act, of 1951, Sunday fishing is allowed for brown trout only. 

7. Admission to Membership.

Those desiring membership shall apply at the sale of permits, dates and times to be notified in the local press.

All pensioners will be required to pay a fee of £20.

8.  No life or honorary members will be eligible to hold official positions within the club.

9. Juvenile members do not have the right to vote at the AGM

RULES.

1. All members must carry their current permits.

2. Fishing by single rod and line only

3. Maximum B/S 15lbs. 4lbs. on Sundays.

4 Bag limit of 2 brown trout on any day.

4a.Bag limit of 2 sea trout in any 24 hours.

5. No fish less than 10” to be killed.  Measurement will be from the nose to the fork of the tail.  Random checks will be carried out for the condition and size of fish at all competition weigh-ins.

6. The use and carrying of a gaff is banned on all club waters

7. When fishing in one area, anglers must allow others wishing to fish downstream to fish through that area. When fishing it must be done by step and cast.

  8. No digging for bait on or near the riverbank

9. No fishing from the TOP, BREAST, or CORNERS of any WEIR.

EXAMPLES OF A WEIR: -Jeanie’s Dam, Busby Mill Dam, Dirrans Dam, etc.

10. Members shall exhibit their ticket of membership when requested by EGLINTON PARK RANGERS, I.C.I. SECURITY, ANY STATE-WARRANTED BAILIFFS, POLICE OFFICERS, or any club official, office bearer, or any other club member when requested to do so.

11. The use of double-handed fly rods during low water is prohibited, i.e. a rod with an overall handle length of more than 15” any rod which has been altered and not commercially designed to meet the criteria of 15” or less will not be permitted during low water conditions, also any rod used for fly fishing with the fly reel and line must meet the 15” criteria for low water conditions.

12. All lead core or fast sinking lines are banned on Club Rivers.

13. HOOK SIZES: –

When fly fishing size 6 single, secret weapon type size 6 single with size 14 flying treble (ABOVE LOW WATER i.e. Bridgend pool)   MARKINGS, DOUBLE SIZE 8 and TREBLE SIZE 12 flies PERMISSIBLE)

When fishing worms the maximum size hook shall be 4 single and when using Stewart Thompson or Pennell tackle minimum size 12 and maximum size 10.

When fishing shrimp, maximum treble size 8, shrimp fishing by float only during low water conditions, Float and lingering during high water conditions, terminal tackle to be at end of the line.

14. All weights must be placed a minimum of 18” above the hook.

15. Any member cutting away or discarding their tackle currently being used, after being requested to offer it for inspection by a club official will be considered to have committed a breach of club rules.

16. Any member having tackle on their person which if used would be in breach of Club rules, may be deemed to be in breach of club rules.

17. Any member altering or interfering with the course of club waters, without official permission shall be considered to be in breach of club rules.

18. Any member entering any area of prohibited access for club members, without official permission, may be in breach of club rules.

19. Any Member who refuses to comply with the club rules or obstructs a club official in the course of their duties without due cause will render themselves liable to disciplinary action.

20. Any member being found guilty of a breach in club rules shall forfeit any tackle confiscated as a result of that breach

21. No litter is to be left on the riverbank.  Any member caught doing so will be reported to the committee.

22. All catch return forms including those with zero catch to be held by the Secretary or the President before the night of the AGM.  Failure to do so will result in a £5 fine. No excuse will be accepted. £5 fine will be implemented.

23. The committee reserves the right to reinstate marks at the Bridgend pool if and when required.                            

24.  All salmon must be returned to the river safely.

25.  Eels are now a protected species.  By law, eels must be returned to the water safely.

26.  No parking of vehicles in the car park of Pathfoot (Bridgend pool).

27. The club does not accept liability for any juvenile member while fishing as this is the parent’s responsibility 

28.  All sea trout must be returned to the water safely before 1st June.

29. Re rule 10 Warranted bailiffs from both the river Irvine and Garnock will be patrolling the rivers and members must show their permits when requested to do so.

30. Members must offer their bags up for inspection when requested to do so by any club official or bailiff.

31. Members must record the number of days they spend salmon fishing on the river Garnock, any part of a day counts as 1 day of fishing.

32. Lead is not allowed to be used on club waters.

33. No alcohol is to be consumed in accordance with North Ayrshire Council Bye-law.

34. Brown Trout fishing on Eglinton loch is restricted to a 2-fish limit in any 24 hours.

RESTRICTIONS ON FISHINGS

RIVER GARNOCK: –

Fishing for all types of fish from the estuary upstream to Railway Bridge on Dalry Road on both banks.  Fly fishing only at Bridgend pool during low water conditions; no fishing from the bank on the main road side from Pine Lodge upstream to Fergushill burn and no fishing between Town Bridge and Busby Mill Dam; no fishing Woodmill side of Sawmill Pool during low water conditions; no fishing from grounds of Longford Cottage except from notice board downstream, access to this area by the gate, walk direct to outfall then up or down river keeping within 15ft. from rivers edge.  Brown trout fishing only on the Groatholm stretch of the river Garnock.  No fires, bait digging or litter to be left.  Use styles when crossing fences. No parking of vehicles on a private road. No parking on the grounds of Longford cottage, No fishing at the white marker post. Do not approach horses in fields. 

RIVER LUGTON

 Absolutely no access to the river or parking of cars on the grounds of Bridgend Cottage (Keepers Cottage) no fishing on grounds of High Moncur farm and no fishing from the top of Garden dam to 10 yards below.

NOTES

Members bind themselves to observe the close seasons, which are, for brown trout, from 7th October till 14th March inclusive, and for Salmon and Sea Trout, from 1st November till 14th March inclusive.

Club members are compelled to handle carefully and return all foul-hooked fish to the water in an undamaged condition. All damaged, dead or foul-hooked fish are to be returned to the river. All brown trout and sea trout under 10”, Parr, smolts, kelts, and ill-conditioned fish, are to be returned to the water alive.

The use of rakes, drag hooks, otters, outlines, or any other form of illegal fishing, is strictly prohibited and may entail police proceedings against the offender.

 Members shall keep to regular roads, footpaths, and the banks of the river and are not to damage trees, gates, or fences, nor interfere with game, livestock, and crops or be accompanied by a dog when fishing.

Members are free and relieve the club of all liability for accidents of whatever nature or kind that may occur while using club waters.

A payment of £100.00 will be made to any member giving information leading to the conviction of poachers.

Members withdrawing or members infringing rules shall forfeit all interest and connection with the club and shall have no right to fish or reclaim any part of their subscription. Members also contravene the Salmon and Freshwater Fisheries Act. 1951 are liable for up to 5 years expulsion or in serious cases 10 years expulsion from the club.

The Committee of Management shall be the sole judge as to what constitutes an infringement of the rules and any decision of the committee shall be final no complaint shall be considered except if it is made in writing, to the secretary.

COMPETITIONS AND OUTINGS

There will be no competitions or outings until further notice.

PERMIT RENEWAL

ALL MEMBERSHIPS MUST BE RENEWED BEFORE THE LAST DAY OF PERMIT SALES, OR BE DEEMED LAPSED, MEMBERS WILL HAVE TO PAY A £5 FEE.

AFTER PERMIT SALE NIGHTS HAVE BEEN COMPLETED, PERMITS TO LAPSE AND NEW MEMBERS SHALL ONLY BE OBTAINED FROM THE REGISTRATION OFFICIAL ON THE NIGHTS OF COMMITTEE MEETINGS (FIRST TUESDAY OF APRIL AND MAY) BETWEEN 7.30-8.00 PM.

PREVIOUS PERMIT MUST BE PRODUCED WHEN RENEWING PERMIT

Complementary permits for various clubs can be borrowed for 24 hours by contacting Tam McDonald, 4 David Gage Street   Kilwinning, 07824339041 or 01294 557401 (Please collect the complementary permits on the previous evening).

IN THE EVENT OF THE CLUB BEING WOUND UP ALL ASSETS INCLUDING MONEY AND GOODS SHALL BE HANDED OVER TO RAINBOW HOUSE TRUST (CENTRAL HOSPITAL) FOR DISPOSAL AS THEY IN THEIR SOLE DISCRETION MAY DETERMINE.

RIVER LUGTON: –

On both banks from the confluence with river Garnock upstream to the boundary of Megswell Farm and Hill of Fergushill Farm, with reference to Restrictions—Page 6.

POLLUTION

Members witnessing pollution should telephone the Scottish Environment Protection Agency on 01292 294000, between 9.00 am and 5.00 pm, or free phone at 0800 807 060 is also available at any time.  Ensure you obtain a reference No. from SEPA when reporting an incident of pollution and pass reference No., to the secretary of KEAC.
